The Memory Engine is designed above a stable persistence API. SynapseFS owns source-of-truth persistence and evidence/version semantics; SymbioRAP Memory owns episodic/semantic structures, temporal entities, consolidation, context selection, relevance/decay and provenance-aware retrieval.
